Is DBsign Web Signer version 3.0 compatible with 64-bit Windows?

No.  The DBsign Web Signer 3.0 control/plugin is 32-bit only.   However, you can execute the DBsign Web Signer 3.0 on a 64-bit operating system as long as you use a 32-bit web browser.  The default browser on Windows is usually 32-bit IE.  

The DBsign Universal Web Signer (UWS), which ships with DBsign 4.0, IS compatible with 32 and 64-bit browsers on Windows, Apple Mac OS X, and Linux workstations.  There is nothing to install with the DBsign UWS, it is automatically downloaded as part of the web page.  It does require Java JRE 1.5 or higher in order to execute.  You can download the Java JRE HERE.  If you have a 64-bit operating system and web browser, you will need the 64 bit version of Java.  You can install both 32 bit and 64-bit version of Java simultaneously.
